
The reason that the
City of Memphis can not hire enough officers has nothing at all to do with the lack of applicants or those qualifed for the job,But the unfair hiring practices of MPD. In violation of the city charter which states that all hiring of city personel must be made through the city's human resources office MPD does it's own hiring. City Council members are aware of this process but has made no move to bring MPD under compliance with the document that governs the city.
Many persons applying for a position with the MPD have been rejected for minor infraction in their past,While others who have had offenses totally expunged from their records also cannot get hired. But it seems that if you have a close connection to Police Director larry Godwin that minor infractions can be overlooked.
Sources within MPD state that on at least 12 occasions Godwin has given waivers to persons applying for a position on the MPD who had been rejected for infractions on their records. This very fact shows that the hiring process is not a fair process for all and can and should open the doors for the city to be sued for unfair hiring practices.
On November 16th of this year Germantown resident Hank Davis sent a email to City Council Chair Myron Lowery reminding him that some years ago that he Lowery has done him a favor and now he needed another favor that would not benefit him but the citizens of Memphis.The favor Davis needed regarded his stepson Chris Conners whose application for a position with the MPD was rejected. The favor that Davis wants is for Lowery to use his influence to help his stepson get hired.
It seems that while on leave in 2000 from the Coast Guard Conners found out that his application had been rejected by MPD for hiring. The email states that the Sheriff's Department Unit stated that Conners was under the legal limit for being drunk while driving but Germantown Police charged him with DUI. Davis further states in the email that a judge agreeded with the Sheriff's department and reduced the charge to reckless driving.
Hank Davis states that the rejection does not make any sense and tell Lowery that anything that he can do to help will be greatly appreaciated. Myron Lowery on November 18th forwards a copy of Davis email to Godwin stating that he has known Davis 30 years and that Conner is a fine young young man. On December 1 Davis sends another email to Lowery asking id Godwin had responded. On that very same date Lowery sends a email back to Davis where he states that Godwin reviewed the stepson's application an states that "The arrest was indeed a minor offense". As a result the email states that Godwin has approved a request for a waiver and is optimistic that Connors will be offered a position with the MPD in the near future.
This very act on the part of Godwin proves that the hiring practices for MPD are not fair and that applicants who have rejected for the same offense should sue the city and Godwin. The city council should request a review of all waivers by Godwin to see who and why these persons received waivers while so many others didn't.
I am posting the emails sent between Hank Davis and Myron Lowery but I am also posting an email sent to me by another applicant who was rejected for having a small swiss knife as a minor. You will see just unfair Godwin's process of hiring is.

Myron, it was a little more than thirty years ago that you provided one of the biggest favors of my life. I’m glad that I finally got to thank you in person at a Memphis in May event last spring. If you will recall, I’m a good friend of John and Margaret Ueleke. I also ran into you at the open house for Taylor Edwards Gardens and again at the Lipscomb-Pitts Breakfast Club in August. Well, I need a favor from you once more. Only this favor won’t just benefit me, it will benefit the citizens of Memphis as well. It is regarding my step-son, Chris Conners and his application to the MPD.
Chris applied to the MPD last April while he was home on leave from the Coast Guard. Having recently completed his four year enlistment, he is now discharged. A few days ago, he learned that his application was rejected due to an incident in 2000. (Per the attached, Chris is providing his own explanation). In summary, a police officer in Germantown stopped Chris and an accused him of DUI. The Sheriff’s dept. DUI unit said that Chris was under the legal limited, but the Germantown office stayed with writing his charge of DUI. Later, a judge agreed with the Sheriff’s Dept and reduced the charge to reckless driving. That being the case, the record has stood all these years as reckless driving…period. At the time of the incident, it was a stupid mistake made by Chris while a college student. He learned from it and when on to serve his country and become a model citizen. He is now a trained veteran, a good husband and the father of two children. He is determined to continue his career in law enforcement, hopefully with the Memphis Police Department.
His rejection by the MPD simply doesn’t make sense. Memphis needs more than 200 police officers immediately. Chris is extremely trained in counter narcotic operations, alien migration interdictions, along with search and rescue. He is seasoned with experience and will handle his duties in law enforcement with clear judgment and maturity. The fact that he can serve our country under Homeland Security (yes, the USCG is part of Homeland Security) and be rejected by the Memphis Police Department doesn’t make sense to me. Does it make sense to you?
Anyway, anything you can do to get the MPD to reconsider his application will be greatly appreciated. As stated above, Chris is now a veteran with a wife and two children to support. He is willing to live inside the City of Memphis if that is needed. It would be great if he could be a member of the next recruiting class. The citizens of Memphis will benefit from his commitment to public service. Please let me know within the next few days if you think you can help. Your prompt efforts will be greatly appreciated.

I spoke to the Police Director Godwin this afternoon. He did review your step-son’s application. He said the arrest was indeed for a minor offense. I would like also to weigh in on the hiring practices of the Memphis Police. I have tried 2 times to become a Police officer. I had worked in the past with the Collierville Police Department in their Explorer program, and where I got the BUG so to speak. The first try was in 2006 and the second time was in 2008, just recently

In 2006, I made it all the way to the Psychological evaluation... if you could call it that. Dr. Turner was the administrator of the test. He asked me a few questions like, 'Did my parents approve of my decision to be a officer' (C'mon now! I am 32 damn yrs old. I do not need my mommy like I'm some child needing a baby bottle) Another was, 'Had I ever been in therapy and for what.' ( Like it's any of his business, furthermore, aren't the officers mandated to go to therapy? It'd be very hypocritical if this question got me barred. But, I went to therapy to get a hold of aggression against my dad and mom for cheating and divorseing... as all children might have to do when their parents split up.) I do not remember any other questions though.
In 2008, just a few months ago, I was disqualified for not entering on my application a misdemeanor citation juvinile summons to Juvinile Court that I received when I was 16 or 17. I had taken a very small swiss army knife to school to show some friends. The knife measured smaller than an I POD Nano, like 1 to 1.5 inches, wich made the blade, if you could call it a blade, more like a half assed sharpened piece ot pot metal. Since it was not a then "2 inches and it's a felony" I could not be charged with anything but a misdemeanor.
The point is, I left it off because it happened before I turned 18, and I always thought things before you turn 18 are sealed and drop off of records. I suppose I may have been missguided in my knowledge of that.
I am reapplying, and will continue to reapply untill they say I can never be a Officer or I get hired. Either way I am not going to give up my dream of trying to make this city safe for my children, and the children of this city that I have grew up in since birth. I remember while living behing Giesman Park, leaving my house and spending all day at the pool with my brother...There were no Amber alerts, no Police came to look for us, because mom and dad knew where we were and were not worried. I rember being able to walk to the Zare's store, that is now a Ross dress for less store... same situation, mom and dad did not fear for our safety. Times then were safer, I would like to get that back.
I remember when the Police recieved respect, and some ooh's and ahh's from the children. The kids used to wave at cops when they drove by. Now, the respect has turned to laughter as if a bully picking on a smaller frailer child in his class. I would not speculate on how the MPD has gotten so down trodden in respect, maybe the staff, leadership, or the officers themselves. But I can tell you this, I would personally take each day as a Officer of this fine city as if I were infront of our Lord for judgement.
I am now working as a field supervisor in a local security firm and have been there for 5 years, where I have gained the rank of sergeant.

The acts of this Police director continues to place the City of Memphis in lawsuit status. The emails clearly show that Larry Godwin gave a waiver because of the inquiry by the Chairman of the City Council. Is this action fair to other applicants who may have been rejected for the same "minor arrests". Has Sgt Nabors been treatly fairly? I suggest that he hasn't how can a charge of DUI being reduced to reckless driving be waived when the act of a juvenile just having a swiss knife be ignored.
The question must also be asked did Hank Davis receive a "favor" from the judge that reduced his stepson's charge. If this city is to fight crime smoke and mirror tactics most be done away with and real policing returned. But to do that the MPD needs a leader that the officers believe in and trust, They need a leader that will treat all his officers the same,They need a leader that at least has a clue as to how to reduce crime without creating a residency scheme to take the focus off his inability to lead or create a viable solution to the reduction of crime. And Larry Godwin has proven time and time again that he is not the man for the job
If the MPD trusted Godwin then there would be no serious leaks in the department As long as Godwin remains Director of Police the leaks will get bigger and bigger and come from right under his nose and there's nothing at all he can do about it.
City council members have no power to fire Godwin but they should be asking the tough questions about hiring practices instead of falling for Godwins scheme to take the light off him. the emails show that something is wrong so council members what are you going to do fight among yourselves or fight for the safety of those who elected you to serve by stating to the mayor that the city needs someone to lead the police department that has an idea as to what to do.
Even if Godwin protected the mayor's daughter in law in the death of the man she ran into several years ago on the expressway,Do we all have to suffer?
