City Councilwoman Wanda Halbert states that she was called to the scene of an incident between her son and his girlfriend by a City of Memphis police Lieutenant. In a call made to me this morning by Halbert she states that about 5:30 am Saturday morning she received a call from the officer who told her who he was was and that he was calling about her son Kevin Burris.
Being a mother Halbert states that she started screaming thinking that something tragic had happened to her son. The officer calmed her down telling her that nothing tragic had happened but that her son had been arrested for possession of marijuana. The amount found on Burris who was stopped by police because of a loud argument going on between him and his girlfriend was small enough to be rated as a misdemeanor.
Halbert states that the officer told her that they being the police had the choice of a physical arrest or to give her son a misdemeanor citation. She states that she was asked to come to the scene because her son and another officer had had a disruption. Halbert claims that a White officer stated to her son that he didn't care about his Black ass, where Burris replied "I don't care about your White ass". Halbert did go to the scene but did not state what happened after she arrived.
As for the Black jeep that has become a part of the controversy of the Shelby County Clerk's office I do know that Halbert has had the truck in and out of the repair shop for a while. Halbert states that she received a "repair waiver" from the clerk's office and was sent a copy of that waiver on yesterday by Shelby County Clerk Debbie Stamson. Halbert states that she got the Jeep out of the shop two weeks ago but is still having problems with the vehicle.
As for her statement to the CA about other public officials having waivers when I asked her who she stated that she did not know only that she had heard that County mayor A.C. Wharton does not go through inspection and has his tags delivered to his office.

Tension over the investigation seemed to spill over into a Memphis City Council committee meeting Tuesday. As Halbert criticized Godwin's speed camera proposal, Action News 5's Kontji Anthony heard him tell his Deputy Director "I'm going to walk out."
Our camera then caught the door closing behind him, with the Deputy Director just a few steps behind.
Halbert didn't flinch, saying the city's traffic procedures criminalize African American males, including one of her constituents.
"The man just went to jail over and over and over again for speeding tickets," she said. "Not murdering someone, not robbing, but speeding tickets."
The exchange came after Godwin launched an internal investigation into a traffic stop involving Halbert's son this past Saturday, when officers wrote Halbert's son a ticket for simple marijuana possession instead of arresting him.
Godwin explained why he walked out.
"When I hear someone speaking about traffic tickets...the way I took it is, it is a big deal to get a traffic ticket," he said. "It is a big deal."
"When we stop violators Kontji, we find drugs, guns, wanted parties," Godwin added. "When we do traffic enforcement, that's where you catch your wanted individuals, because they're going to be mobile."
Godwin said he knows the scenario all too well.
"When my son got a ticket the other day, I'm very upset about it and he's going to pay for it," he said.
But Halbert said it's her job to ask tough questions.
"Doesn't matter what kind of internal investigation they launch or what accusation are hurled at me. That's what my job is, and I ask my constituency to continue to trust and believe in my representation," she said.

I don't fault her for going to the scene don't care how old or young her child is. It is up to the officer whether to give a misdeameanor or make an arrest. He choose to give a citation (nothing is wrong with this or the officer would not have a choice).
As far as the waiver goes, I have had a waiver before. I don't know any city, county, or state employee to call and ask for this. Anyone can have a waiver, as long as you meet the requirements. So why, must I ask is she such a bad person because she has one? Is it because she is a black city councilwoman and the people of this great city want to throw every black person under the bus.

I have been stopped for driving without a license, bad tags and all. And I was issued a citation to appear for processing in lieu of arrest. This has happened to me several times over the past 20 years I've been driving. I am no special citizen with a high name or anything like that. I have never requested this treatment either.
I suppose because of my demaenor and always treating the officers with courtesy and respect I have been spared of being arrested.
Now black and white officers have extended this courtesy to me.
I am appreciative of this and hope that Wanda's blabbing trying to get her son off for his charge doesn't destroy this practice for others who merit it.
